SDS:Create announcement.php

This is the SDS's create announcement page. It replaces the old Intranet functionality that used to do this.

All fields on this page are mandatory. If you want a campus-wide announcement, check all of the grades for that campus (they're arranged in one row).

If you want the announcement to display on the daily announcement email, the announcement must be visible at 8:00 am. Therefore, the start time of the announcement must be before or at 8:00 am, and the end time must be after 8:00 am.

If you want the announcement to be visible for multiple days, simply set the start and end date of the announcement accordingly. You no longer have to enter an announcement for each day!
