Branch: April 17, 2008 (two days early so that we can get large changes into the 3.4 branch ASAP)

• IT staff changes to make administration of the SDS easier
• Disallow logins from 2 different machines simultaneously

Migrate SDS to Gavintech Framework. Files will be migrated one at a time, with possible rewriting of some functionality in objects. Large tidy up. Advanced permissions structure. Migrate to person table. XHTML 1.0 at least on the front page. Few changes other than the changes mentioned here.
